
Parliament Monsoon Session 2023 Live Updates: AAP MP Raghav Chadha was suspended from the Rajya Sabha for “gross violation of rule and misconduct” pending a report by the Privileges Committee. Besides that, both the Lok Sabha and Rajya Sabha were adjourned sine die today, bringing down the curtains on the Monsoon session marred by disruptions over the Manipur violence issue.
Lok Sabha on Friday approved amendments to the Central and Integrated GST laws to levy 28 per cent tax on the full face value of bets in online gaming, casinos and horse race clubs. Finance Minister Nirmala Sitharaman introduced bills in the House on Friday, the last day of monsoon session of Parliament, amid opposition protests over suspension of Congress leader Adhir Ranjan Chowdhury.The Central Goods and Services Tax (Amendment) Bill, 2023, and The Integrated Goods and Services Tax (Amendment) Bill, 2023, were passed by the Lok Sabha by a voice vote, without a debate.
Meanwhile, Union Home Minister Amit Shah introduced three Bills in Lok Sabha — the Bhartiya Nagrik Suraksha Sanhita Bill, 2023; Bharativa Nyaya Sanita Bill, 2023 and Bharativa, Sakshva Bill, 2023 — which are aimed at reforming the country’s criminal justice system. These Bills are aimed at replacing the existing 19th century Indian Penal Code, 1860, Criminal Procedure Code, 1898, and Indian Evidence Act, 1872. The existing Sedition laws would be repealed under the new Bill, Shah announced in LS. He also said that the Centre would introduce a provision of capital punishment in mob lynching cases.
Signaling a total overhaul of criminal laws in the country, Union Home Minister Amit Shah moved three new Bills to replace “19th Century Laws.” Shah introduced the Bharatiya Sanhita Suraksha Bill, 2023 in Lok Sabha to replace the Indian Penal Code, Code of Criminal Procedure and Indian Evidence Act, and referred the laws to a standing committee. Opposition parties of the INDIA alliance boycotted Lok Sabha proceedings on Friday to protest the suspension of Congress leader Adhir Ranjan Chowdhury from the House. They also decided not to attend the customary tea to be hosted by Lok Sabha Speaker Om Birla at the conclusion of the Monsoon session of Parliament on Friday.
Chowdhury was suspended from Lok Sabha on Thursday for "repeated misconduct" pending an investigation by the privileges committee.
Parliamentary Affairs Minister Pralhad Joshi moved a resolution for Chowdhury's suspension, saying he disturbed the House whenever Prime Minister Narendra Modi and ministers spoke or a debate was going on. The resolution was passed by a voice vote.
"INDIA MPs in Loksabha boycott's proceedings to protest against the suspension of Opposition leader Adhir Ranjan Chowdhury," said Congress whip in Lok Sabha Manickam Tagore in a post on X, earlier Twitter. (PTI)

Finance Minister Nirmala Sitharaman moved a motion to consider and pass the two Bills — Central Goods and Services Tax (Amendment) Bill, 2023, and the Integrated Good and Service Tax (Amendment) Bill, 2023, in Rajya Sabha Friday.

While the Lok Sabha was in session, Congress MP Rahul Gandhi, along with other Opposition leaders, was seen marching towards Ambedkar statue inside Parliament premises with placards reading 'save democracy' and 'democracy in danger'.

Total of 313 changes are being brought, he added while introducing the Bharatiya Suraksha Sanhita Bill, 2023.
"We have ensured that police can't exploit their powers. We want Bar Council, Bar Association, Law Commission to discuss and deliberate on these changes. The Bill will be sent to Standing Committee for further deliberation," he added.
Union Home Minister Amit Shah while introducing the Bharatiya Suraksha Sanhita Bill, 2023 said, "Under this Bill, we have set the goal that the conviction ratio has to be taken above 90%. That is why, we have brought an important provision that the Sections which provide for seven years or a greater jail term, under all those cases forensic team's visit to the crime scene will be made compulsory..."
In quick succession both Bills — the Central Goods and Services Tax (Amendment) Bill, 2023 and Integrated Good and Service Tax (Amendment) Bill, 2023 were introduced for consideration, passed clause-by-clause and then in their entirety.
After passing both GST bills, Lok Sabha was adjourned till 1:30 pm.
Home Minister Amit Shah in his address to the Lok Sabha said that provision of sedition offences will be completely repealed in the new bill replacing IPC.
The Bharatiya Nyaya Sanhita, 2023, the Bharatiya Nagarik Suraksha Sanhita, 2023, and the Bharatiya Sakshya Bill, 2023 will be sent to a parliamentary panel for further scrutiny, Home Minister Amit Shah said while introducing the three bills.
"The laws that will be repealed... the focus of those law was to protect and strengthen the British administration, the idea was to punish and not to give justice. By replacing them, the new three laws will bring the spirit to protect the rights of the Indian citizen," Shah added.
Rajya Sabha has been adjourned till 2 pm as members of Opposition parties repeatedly chanted the slogan, "Pradhan Mantri sadan mai aao, (Prime Minister come to the Parliament)."
