Mumbai guard acquitted of 2016 murder, residents rally to his defence

A 2016 murder and an alleged rape of a senior citizen in a Mumbai building lands a security guard in jail. What follows is a rare act of compassion as residents of the building rally around the 21-year-old from J&K — from raising funds for a defence lawyer to testifying in court. Last week, after eight years in jail, the now 28-year-old walked out a free man as the Dindoshi sessions court in Mumbai cleared him of all charges, including of murder and rape.

On February 11, 2016, a 75-year-old woman was found murdered in her ground floor home in the western suburbs of Mumbai while her husband was away at work. After police filed a case of murder, on March 3, the guard was arrested with police claiming to have evidence of his involvement.

While police initially claimed that he committed the murder as the housing society had issues with water supply and warned him to do his work diligently, subsequently, during the trial in 2019, police added the charge of rape against him. Among the evidence they placed in court was a pyjama with semen stains and blood stains found on a pillow lying next to the victim, which, they claimed, matched that of the accused. Read more

From an ex-cop’s memories: anti-drug ops guided by students and scent bags for sniffer dogs

The old gives way to the new, and police investigations too have turned a new leaf with the use of electronic devices, advanced fingerprinting techniques, voice recognition and the like. Prabhakar Shukla, who retired as a deputy commissioner of police in 2002, is full of praise for the modern technology that has undoubtedly facilitated crime detection.

However, the 78-year-old Shukla is a little concerned that the “human element” is somewhat lacking in today’s police investigations. He recalled how in the absence of technology, the men in uniform had to rely much on their connection with people as well as their circle of informers and ability to spot tiny giveaways — they basically engaged in heavy legwork and mastered the art of keeping an ear to the ground at all times. “A diligent policeman would interact with a wide spectrum of people. It is necessary to be able to help people not just as an officer of the law but also as a human being,” he said.

Shiv Sena (UBT) leader Sanjay Raut on Saturday said the Centre should not brag about repealing the sedition law as it is currently using legislations, which are scarier than what the British brought, against its political opponents.

The Anti Terrorism Squad (ATS) of the Maharashtra police last month filed a chargesheet against Kurulkar, who was the director of one of the labs of the DRDO in Pune, in a court. He was arrested on May 3 on charges of providing confidential information to a Pakistani agent under the Official Secrets Act and is now in judicial custody.

Both deputy chief ministers eyeing CM's chair, ruling parties competing to loot: Patole

Maharashtra Congress president Nana Patole on Friday slammed the Eknath Shinde-led government for not appointing the guardian ministers for 17 districts and claimed that both deputy chief ministers were eyeing the CM's chair.

The three ruling partners – Shiv Sena, BJP and Ajit Pawar faction of NCP – are competing to “loot” the state coffers, he said.

“In this government, one minister is the guardian minister of six districts. Nineteen guardian ministers have been appointed for 36 districts. This means 17 districts still do not have a full-time guardian minister,” said Patole.

The Congress leader said the government is in a quandary over who will do the flag-hoisting on August 15, referring to a list of ministers assigned to hoist the Tricolour at district headquarters on Independence Day.

The government had earlier announced that the flag-hoisting will be done by the district magistrates and commissioners in the absence of a guardian minister, but changes had to be made to it, Patole told reporters here. (PTI)

Deaths due to poor condition of roads, potholes are man-made, says HC, pulls up Maharashtra govt, civic bodies

The Bombay High Court on Friday said the cause of deaths due to poor condition of roads, potholes and manholes are not natural but man-made, and it is the constitutional obligation of the Maharashtra government and civic bodies to ensure good, motorable and safe roads.

A division bench of Chief Justice D K Upadhyaya and Justice Arif Doctor also pulled up the state government for not taking any decision on a suggestion made in court last year to hand over all roads in the city under the jurisdiction of the Brihanmumbai Municipal Corporation (BMC) for maintenance and repair work.

Pursuant to the court directives issued on Wednesday, commissioners of the civic bodies of Mumbai, Thane, Kalyan Dombivili, Navi Mumbai, Vasai Virar and Mira Bhayander were present in court on Friday.

A look in the case in which ED has arrested NCP’s Nawab Malik

The Enforcement Directorate on Wednesday arrested NCP leader and Maharashtra minister Nawab Malik on charges of money-laundering and “active involvement in terror funding”.

What are the charges against Malik?

The ED is investigating Malik for a property deal that he entered into with Haseena Parkar, sister of fugitive underworld don Dawood Ibrahim. There are allegations that Malik bought this property — 3 acres of land at Goawala Compound on LBS Marg in Kurla, Mumbai — for Rs 85 lakh, of which Rs 30 lakh was shown in sale agreement and the rest was paid in cash. The ED has alleged that the registered value of the property was much lower than the prevailing market rate.

According to the ED, Parkar transferred her interest in the property held through Salim Patel for the beneficial interest of Malik in 2005. The ED has claimed that Sardar Shahwali Khan, who has underworld links, played an important role in the sale. Read more

PM's criticism of Congress during no-trust motion reply shows opposition party growing stronger: Raut

Shiv Sena (UBT) leader Sanjay Raut on Friday said Prime Minister Narendra Modi's criticism of the Congress during his reply to the no-confidence motion shows the grand old party is growing stronger.

PM Modi on Thursday spoke for more than 130 minutes in the Lok Sabha in a reply to the debate on the no-confidence brought by opposition parties. The Congress later hit out at the PM, saying he is gripped with a "Congress-phobia" and that is why he criticised the party throughout his speech.

Talking to reporters here, Raut said, "The Congress is still in the heart and brain of the prime minister even though he has won two elections (as a PM). Under the leadership of Rahul Gandhi, the Congress party has put up a challenge and the party is growing." Referring to Modi, he said, "You are in power for 10 years...forget the Congress and speak about your work." Raut said the no-confidence motion was moved to make the prime minister come to Parliament and give a statement on the Manipur issue and what the government is doing to restore peace there. (PTI)

Vincenzo De Luca: ‘A perfect example of new phase of partnership’

Ambassador of Italy to India Vincenzo De Luca Ambassador of Italy to India Vincenzo De Luca (Express photo)

Italian Navy's multipurpose offshore patrol vessel ITS Francesco Morosini made a port-call to Mumbai Thursday. Speaking to The Indian Express about the importance of the port-call, H E Vincenzo De Luca, Ambassador of Italy to India, told Sandeep Singh that this is a reflection of the new phase of relations between the two countries which have now elevated from bilateral to strategic partnership. He also said that with the rising importance of India in the global scene, it has emerged as one of the priority areas of investment. Edited excerpts:

What does the arrival of the vessel to Mumbai signify for India-Italy relationship?

It is a historical visit. This represents a very important step in further enhancement of the relations between Italy and India especially after the summit we had in March between the two prime ministers when Italian PM Giorgia Meloni came to India. On that occasion we elevated the bilateral relations to a strategic partnership for the first time in the history of relations between the two countries. So the visit of our Naval patrol vessel to Mumbai is a perfect example of this new phase of relations. Strategic partnership means we will now collaborate more in very sensitive sectors like Defence, Space and cyber, and further promote bilateral trade.

It is also very important because during the last summit we had almost finalised the agreement on the Defence sector. This means we have an opportunity for participation of Italian companies in the programme of Make-in-India and self reliant India.

Also, this is not the only visit. In Italy we received the visit of two Indian vessels – Indian frigate Tabar in July 2021 at the port of Naples and the visit of the training ship INS Tarangini in Syracuse in September 2022. So there was an exchange of visits and Italy also participated in the joint exercise between the European Union and India.
