Greater Noida board approves Master Plan 2041, okays pending demands by farmers

The Greater Noida Industrial Development Authority (GNIDA) is planning to acquire around 40,000 hectares of land to develop Greater Noida Phase-2 over 18 years.

The Greater Noida Industrial Development Authority (GNIDA), in its 131st board meeting on Saturday, approved Master Plan 2041, as part of which it would acquire around 40,000 hectares of land from farmers to develop Greater Noida Phase-2 over the next 18 years.

The first phase of Greater Noida comprises 31,733 hectares. After the development of both phases, the total area of Greater Noida will be about 71,000 hectares. Authority officials said that more priority will be given to industries in Greater Noida Phase-2. Apart from this, an area has been proposed for residential purposes, rural population, mixed land use, greenery, transport etc.

The board also discussed the Union government-appointed committee’s report on stalled real estate projects. “Any final decision in this regard could be taken only after the board meetings of Noida and Yamuna authority,” an official said.

The authority also approved three long-standing demands of the farmers of Greater Noida. Firstly, the farmers, who till now have not been able to construct houses on the residential land allotted to them under the authority’s rehabilitation scheme, can now do so without paying a late fee. If the farmer sold the land outside the family, the conditions of normal plots would apply.

The second major decision is that the minimum limit of sub-division of residential plots allotted to farmers has been reduced to 40 metres; this was 120 metres earlier. Officials said that such division or breaking of plots shall be made between the original owner and his or her successors, keeping in view the rules of planning.

The farmers were facing problems with the 120-metre limit as families were expanding and due to the smaller size of plots, farmers were not able to distribute the plots among their children.

Also, now the farmers can build houses in villages to a height of up to 15 metres, which is in line with the Noida authority. Earlier, the limit was 11 metres.

The authority also gave big relief to its flat allottees by approving a one-time settlement scheme (OTS). This OTS will be applicable for three months and relief will be given from penalty on premium, additional compensation and lease deed late fee. Officials said that around 2,200 flat buyers are expected to get the benefit and the authority is expected to get around Rs 468 crore.

The long-standing dispute over the outstanding water bills in Greater Noida and Greater Noida West may end now. The board has made it clear that from the date of formation of the Apartment Owners’ Association (AOA), the water bill will be paid by the AOA, while the builder will have to submit the bill before that. Around 200 societies are being developed in the area and there was dispute over water bills in about 35 societies.

The authority has also decided to repay a loan of Rs 435 crore. The board has approved this proposal of the finance department. Out of this amount, about Rs 421 crore belongs to HDFC Bank and Rs 14.50 crore to the National Capital Region Planning Board.

Officials said that the progress report of 85 Gangajal (Ganga Water) projects was also presented before the board. According to the water department, at present, Gangajal is being supplied in 33 sectors. Gangajal will be provided to 39 sectors by the month of August. In the first phase, there is a plan to supply Gangajal to a total of 58 sectors, which will be completed by next September.

The board meeting of the Greater Noida Authority was held under the chairmanship of Industrial Development Commissioner and Chairman of Greater Noida Authority Manoj Kumar Singh, in which CEO of Greater Noida Authority N G Ravi Kumar and CEO of Noida Authority Dr Lokesh M were present, among others.
